Instructions

Place the sliced scallions, toasted sesame seeds, and sugar in a sturdy bowl suitable for hot oil.

Heat the neutral oil in a small saucepan over medium heat until shimmering, but not smoking.

Carefully pour the hot oil over the scallions and sesame seeds. Stir and let cool for 1–2 minutes.

Stir in the chili crisp, rice vinegar, soy sauce, and cilantro. Mix well to distribute the seasoning and sugar.

Transfer to a shallow serving dish if needed and serve with warm bread. Stir occasionally and scoop up the scallions and crunchy bits with each bite.
